Carolyn J. Starcher

Carolyn J. Starcher, 63, of Oil City, PA., passed away unexpectedly Friday Sept. 19, 2025.

            Born June 4, 1962 in Akron, OH., she was the daughter of Wilma J. Maze Starcher and the late Bobby Ray Starcher.

Carolyn was a 1980 graduate of Oil City High School and a 1984 graduate of Clarion University where she received her bachelors in CPA.

Carolyn had worked for Cornplanter Twp., Rouseville Borough and was currently employed at Frenchcreek Twp., where she worked in the zoning office.

Carolyn loved crocheting and doing various crafts, she enjoyed going to craft shows and hanging out with friends.

She enjoyed spending time with her family and watching her niece and nephew as they have grown up.

Her favorite color was purple.

In addition to her mother, she is survived by two sisters

Rita Faye Scott of FL.

Bobbie Ann Cochran and her husband William of Oil City

Two nephews

Eric Conrad and his wife Stephanie and their son Dalton

Raymond Cochran and his wife Samantha and their son River and their daughter Payton

A niece

Rebecca Cochran

In addition to her father, she was preceded in death by paternal grandmother Bertha Starcher and maternal grandparents Bernard and Belva Maze

And a great nephew Riley Cochran

Services will take place at a later date.
