Julie D. (Stephens) Birchard

Julie D. Birchard, 68, of Oil City, PA., passed away July 29, 2026 at Oil City Healthcare after an extended illness.

            Born Feb. 24, 1958 in Oil City, PA., she was the daughter of the late Glen Stephens and Ada Barclay.

Julie was a graduate of Oil City High School.

She was previously married  to Randy Rice and he preceded her in death.

Julie had worked as an aide for Clarion VNA.

She enjoyed tanning, shopping and playing bingo.

She was always willing to help others and had been on the activities committee at the nursing home.

Julie is survived by three children

David McMunn and his wife Nicki of Franklin

Pete Birchard(Emily Hynes) of Oil City

Carrie Rice of Oil City

Her grandchildren

Mellissa McMunn, Jaden Birchard, Natalie Birchard, Aubrey Birchard and Gracie Birchard, Breianna Hartzell, Cienna Rice and Justis Scott and Jesse Scott Jr.

As well as two great grandchildren

She is also survived by a brother

William “Corky” Stephens of Delaware

In addition to her parents, she was preceded in death by a daughter Randy Rice and a brother John Stephens

There will be no viewing or visitation.

A service will be held at a later date.
